drivers: gpio: rpi_pico: fix call to gpio_set_dir 



Ensure gpio_set_dir() receives GPIO_IN or GPIO_OUT by mapping
INIT_{LOW,HIGH} flags explicitly, instead of passing raw bitmasks.
