bluetooth: common: remove Enable from BT_HCI_VS_FATAL_ERROR prompt

Boolean options are not allowed to start with "Enable...".
BT_HCI_VS_FATAL_ERROR started with "Enable..." making some PRs fail due
to compliance checks.
