drivers: wifi: Add nRF70 Wi-Fi driver 



Driver for Nordic nRF70 Wi-Fi6 companion chipset, depends on
hal_nordic/nrf_wifi for OS agnostic part of the driver.

This supports (Q)SPI interface to communicate from host to chip.
