drivers: entropy: mcux_rnga: add "depends on SYS_CLOCK_EXISTS" 



mcux_rnga driver calls k_cycle_get_32() which is not available
if CONFIG_SYS_CLOCK_EXISTS is not defined. Therefore we add
this depedendency to CONFIG_ENTROPY_MCUX_RNGA.
