samples: subsys: mgmt: mcumgr: smp_svr: Add BT static svc registration

Added build configuration for the
CONFIG_MCUBOOT_BOOTLOADER_MODE_DIRECT_XIP_WITH_REVERT=n (non-default
option) to test building the smp_svr sample with statically defined
and registered SMP service.
