soc: nordic: vpr: select INCLUDE_RESET_VECTOR for default implementation

For SOCs that do not implement a custom `__reset` function,
select `INCLUDE_RESET_VECTOR` so that Zephyr provides a default
implementation that simply jumps to `__initialize`
