charger: Adds CHARGER_CONSTANT_CHARGE_VOLTAGE property

Adds a new runtime property called CHARGER_PROP_CONSTANT_CHARGE_VOLTAGE
to the charger API. This can be used to get/set the charger
constant voltage regulation target.
