boards: convert QEMU RISC-V 64 bit board to Zephyr HWMv2 



This commit converts the QEMU RISCV-V 64 bit board to Zephyr HWMvW. This
includes the following former targets:
* qemu_riscv64
* qemu_riscv64_smp
