arch: arc: Add _ARCH_MEM_PARTITION_ALIGN_CHECK for arc mpu v3 v6 



_ARCH_MEM_PARTITION_ALIGN_CHECK was missing for arc mpu v3 and v6.
This commit add the missing macros.
