drivers: crypto: Fix TinyCrypt Kconfig dependencies 



Fix TinyCrypt shim driver Kconfig dependencies.

Limit the scope of crypto_driver_api functions to driver file only.

Remove dead code from crypto_tc_shim_priv.h
