Bluetooth: Controller: Fix auxiliary context release on scan done

Fix auxiliary context release on scan done, do not wait for
reference count to reduce when Periodic Sync events overlap.

Regression introduced in commit 624e0030 ("Bluetooth:
controller: Fix auxiliary scan context release").
