drivers: dma: stm32 dma driver valid override control

This change is controlling of function parameters before
configuring the STM32_DMA_HAL_OVERRIDE mode.
Then, in case the DMA channel is not valid (wrong ID) or busy,
an error occurs before overriding the DMA channel.
