treewide: Use CONFIG_CPP_EXCEPTIONS instead of CONFIG_EXCEPTIONS

This commit updates all in-tree code to use `CONFIG_CPP_EXCEPTIONS`
instead of `CONFIG_EXCEPTIONS`, which is now deprecated.
