Bluetooth: Controller: Kconfig Tx buffer size 



Add Kconfig configuration to select Tx buffer size, this
value will be returned in the HCI LE Read Buffer Size
command response.
This configuration will allow lower Tx RAM usage when
larger PDU sizes are desired in Rx direction only.
