mgmt: hawkbit: add CONFIG_HAWKBIT_SAVE_PROGRESS_INTERVAL 



add CONFIG_HAWKBIT_SAVE_PROGRESS_INTERVAL, to
be able to set a interval, how often the progress is saved.
