drivers: timer: hide CONFIG_APIC_TIMER_IRQ_PRIORITY when not applicable 



Make the APIC_TIMER_IRQ_PRIORITY Kconfig depend on APIC_TIMER ||
APIC_TSC_DEADLINE_TIMER to hide it in menuconfig when not applicable.
