cmake: Set the ZEPHYR_<MODULE_NAME>_MODULE_DIR in parent scope

To allow samples to obtain `ZEPHYR_<MODULE_NAME>_MODULE_DIR` it is
necessary to also ensure the module variable is available in parent
scope.
