arm: cortex_r: support recoverable data abort 



Add support for processing the Fault Status Registers and recoverable
data abort for Armv8-R AArch32.

Based on Arm Architecture Reference Manual Supplement Armv8, for the
Armv8-R AArch32 architecture profile (ARM DDI 0568).
