mgmt/MCUmgr/grp/img: Reduce logic in img_mgmt_active_slot 



Make img_mgmt_active_slot independent from
CONFIG_MCUMGR_GRP_IMG_UPDATABLE_IMAGE_NUMBER for MCUboot swap type
algorithms.
