drivers: ethernet: phy: rename LINK_*_*BASE_T

rename  LINK_*_*BASE_T to  LINK_*_*BASE

speed options for ethernet drivers shouldn't end with a _T, implying
that ethernet is only supported via a twisted pair cable.
