doc: release-notes: Add mcumgr signed thread taskstat notice

Adds information to the release notes about the Kconfig option
CONFIG_OS_MGMT_TASKSTAT_SIGNED_PRIORITY now being enabled by default
which reports signed thread priorities when the taskstat mcumgr
command is used
