Bluetooth: TBS: Add missing documentation in tbs.h

Add missing documentation for some defintions in tbs.h
Moved some internal definitions to tbs_internal.h

Removed invalid TBS technology BT_TBS_TECHNOLOGY_IP that
doesn't exist.
