arch: arm: Migrate to K_KERNEL_STACK_ARRAY_DECLARE 



This commit updates all deprecated `K_KERNEL_STACK_ARRAY_EXTERN` macro
usages to use the `K_KERNEL_STACK_ARRAY_DECLARE` macro instead.
