boards: arm: Add support for Pico-Pi i.MX7D board 



This patch is to add support for the Pico-Pi board which has an i.MX7D
Dual SoC.
The Zephyr is running on the Cortex M4 core and the following features
were validated on this board:

* UART: Zephyr console
