soc: silabs: Derive SYS_CLOCK_HW_CYCLES_PER_SEC from DT 



On Series 2, set the SYS_CLOCK_HW_CYCLES_PER_SEC Kconfig option from
DeviceTree, rather than separately configuring it in board-level
defconfig.
