drivers: flash: spi_nor: Fix spi_nor_sfdp_read conditional 



spi_nor_sfdp_read is now called from spi_nor_process_sfdp for the
CONFIG_SPI_NOR_SFDP_RUNTIME case and that could be defined without
CONFIG_FLASH_JESD216_API being defined
