stm32cube: stm32mp13xx: update XX_hal_conf.h to allow all build 



Copy the stm32mp13xx_hal_conf_template.h into stm32mp13xx_hal_conf.h
in order to allow building all of the HAL / LL of the stm32mp13xx.
