scripts: cube update: add option to force a specific version

Can be used to force a specific version for update,
for example to get intermediate version between current zephyr version
and latest cube version.
By the way use version library to compare tags,
otherwise with alphabetic order, v1.12.0 < v1.9.0
which formerly causes some serie to not be updated
