zephyr: blobs: Provide the license for STM32WB0 BLOB

Provide the required license (ST ULTIMATE LIBERTY) to use the binary BLOB.

Modify the yaml file to support fetching the STM32WB0 binary stack library
for Bluetooth implementation.
