Enhance component conditions for Dcore="Star-MC1" 

- Reworked conditions to reduce duplicate file entries.
- Updated version and history for CMSIS-Core(M)
- Updated PACK.xsd (local copy)
- Enhance gen_pack.sh to update PACK.xsd on the fly
