DoxyGen: Enhanced/reworked Cache Functions and RTOS2. 

- SCB_InvalidateICache_by_Addr documentation added.
- osEventFlagsSet clarified behaviour when using osFlagsNoClear.
- osThreadFlagsSet clarified only target thread is affected.
