Introduce CandidateProcessor. 

1. moved the SupplementCandidates and MergeCandidates from Chromap to
CandidateProcessor.
2. moved functions to generate candidates from Index to
CandidateProcessor. Now Index only collect seed hits.
3. tested on all the benchmark data sets and observed no change in the
output.
