drm/amdgpu: Convert to CRTC VBLANK callbacks



VBLANK callbacks in struct drm_driver are deprecated in favor of
their equivalents in struct drm_crtc_funcs. Convert amdgpu over.

v2:
	* don't wrap existing functions; change signature instead
