usb: dwc3: Fix the dwc3 dependency 



The warning shown up when ran with randconfig,

warning: (USB_DWC3) selects USB_XHCI_PLATFORM which has unmet direct dependencies (USB_SUPPORT && USB_XHCI_HCD)
