csky/ftrace: Fixup error when disable CONFIG_DYNAMIC_FTRACE 



When CONFIG_DYNAMIC_FTRACE is enabled, static ftrace will fail to
boot up and compile. It's a carelessness when developing "dynamic
ftrace" and "ftrace with regs".
