SPDX-License-Identifier is used for the Xilinx Video IP and
related drivers.

[Added drivers/media/platform/xilinx/Kconfig]
[Added drivers/media/platform/xilinx/Makefile]
[Added include/dt-bindings/media/xilinx-vip.h]
