thermal: Introduce Amazon's Annapurna Labs Thermal Driver



This is a generic thermal driver for simple MMIO sensors, of which
amazon,al-thermal is one.

This device uses a single MMIO transaction to read the temperature and
report it to the thermal subsystem.
