Pull devfreq fixes for 5.5-rc4 from Chanwoo Choi:

"1. Fix the build error of tegra*-devfreq.c when COMPILE_TEST is enabled.
 2. Drop unneeded PM_OPP dependency from each driver in Kconfig."
