net: avoid potential false sharing in neighbor related code



There are common instances of the following construct :

	if (n->confirmed != now)
		n->confirmed = now;

A C compiler could legally remove the conditional.

Use READ_ONCE()/WRITE_ONCE() to avoid this problem.
