Fix kernel buuild with (CONFIG_COMPAT && ! CONFIG_BLOCK)

Commit 02a5e0ac ("BLOCK: Hide the
contents of linux/bio.h if CONFIG_BLOCK=n") broke the kernel build for
the CONFIG_COMPAT && !CONFIG_BLOCK case:
