drm/amd/display: Add DP YCbCr 4:2:0 support



[Why]
For supporting DP YCbCr 4:2:0 output.

[How]
Update mod_build_vsc_infopacket to support Pixel
Encoding/Colorimetry Format indication for VSC SDP rev5.
