staging: rtl8723bs: replace _EXT_SUPPORTEDRATES_IE_



Replace unique _EXT_SUPPORTEDRATES_IE_ macro with kernel provided
WLAN_EID_EXT_SUPP_RATES from linux/ieee80211.h.
