samples: usb: explicitly disable initialization at boot

To avoid conflicts with boards using the CDC ACM serial backend,
explicitly disable initialization at boot.

Similar to commit 11c7371f
("samples: Explicitly disable boot USB device support init at boot")
addressing it for the legacy device stack.
