tests: drivers: uart_async_api_api: Add overlay for xmc45_relax_kit 



Adds overlay and config for xmc45_relax_kit.
The Kconfig entry CONFIG_SPEED_OPTIMIZATIONS=y must be set
to pass the test at baudrate 921600 bps.
