manifest: openthread upmerge up to commit 7bdcf8a 

Regular OpenThread upmerge.
Added new config:
CONFIG_OPENTHREAD_DNS_CLIENT_OVER_TCP -> OT_DNS_CLIENT_OVER_TCP
