Bluetooth: L2CAP_BR: Enable Retransmission and Flow control 



Enable signaling channel configuration for retransmission and Flow
control feature.

Send I-frame and S-frame. Support retransmission and Flow control for
sending.
Receive and handle I-frame and S-frame.
