net: openthread: add `OPENTHREAD_STORE_FRAME_COUNTER_AHEAD` 



Add `OPENTHREAD_STORE_FRAME_COUNTER_AHEAD` Kconfig option
and set it to 100000, as after calculations it appears to
be a more suitable value.
