drivers: gpio: stm32: improve device instantiation macro 



Introduced `GPIO_DEVICE_INIT_STM32_IF_OKAY` which utilizes `COND_CODE_1`
to reduce the chain of #if DT_NODE_HAS_STATUS(...) #endif
