drivers: stm32: Fix disabling EXTI subsystem

The compiler and linker was generating errors after
disabling `CONFIG_EXTI_STM32` due to inconsistency
in `interrupt_controller/CMakeLists.txt`
and not considering this option in gpio implementation.
