drivers: gpio: renesas_ra_ioport: improve device instantiation macro 



Introduced `GPIO_DEVICE_INIT_RA_IF_OKAY` which utilizes `COND_CODE_1`
to reduce the chain of #if DT_NODE_HAS_STATUS(...) #endif
